मेन्स युनियन रेल डिब्बा कारखाना कपूरथला, ने आज से 72 घंटों के लिए भूख हड़ताल शुरू कर दी है. रेलवे का निजीकरण करने के प्रयास और सातवें वेतन आयोग के प्रावधान लागू न करने के विरोध में इनकी ये भूख हड़ताल है.
ऑल इंडिया रेलवे मेन्स फेडरेशन (AIRF) की तरफ से जारी एक बयान के मुताबिक गृह मंत्री, वित्त मंत्री और रेल मंत्री के साथ कई बैठकें करने के बाद भी हमारी मांगों को लेकर कोई फैसला नहीं लिया गया है. AIRF ने कहा है कि केंद्र सरकार से अपनी मांगों को पूरा करने के लिए कई बार अपील की है, लेक‍िन इस मोर्चे पर कोई कदम नहीं उठाया गया है.
मेन्स युनियन अपनी कई मांगों को लेकर यह आंदोलन कर रही है. इनकी मांग है कि न्यूनतम वेतन में बढ़ोत्तरी की जाए. सातवें वेतन आयोग के प्रावधान लागू किए जाएं. इसके अलावा सभी नेशनल पेंशन स्कीम धारक कर्मचारियों को गारंटीड पेंशन और फैमिली पेंशन दिए जाने की भी इनकी मांग है. इसके अलावा रेलवे का निजीकरण करने के प्रयासों का भी ये विरोध कर रहे हैं.

श्री राजेन्द सिंह जी (जोनल सचिव AIRF एवं AGS रे डे का कपूरथला ) की
सेवा-निवृत्ति पर शामिल हुए श्री शिव गोपाल  मिश्रा 

श्री राजेन्द सिंह जी जिन्होने 10.10.1980 से  रे डे का कपूरथला की सेवा की है। 10 नवम्बर 1986 को श्री राजेन्द सिंह जी ने  लखनऊ से ट्रान्स्फर होकर  रे डे का कपूरथला मे join किया।  उस समय  रे डे का  की  परिस्थितिया ठीक नही थी। पंजाब मे माहौल  असामान्य होने के बावजुद इन्होने रे डे का में  मेंस यूनियन की शुरुआत की   रे डे का में उस समय प्रशासन की तानाशाही की शुरुआत थी जो  काफी लंबे समय तक चली।  प्रशासन की तानाशाही के बावजुद इन्होने हिम्मत एवम साहस से प्रशासन एवम परिस्थितियो का सामना  करते हुये मेंस यूनियन को लगातार मजबूत बनाया। श्री राजेन्द सिंह जी ने  मेंस यूनियन में अधिक से अधिकं कर्मचारियो को जोडा। श्री राजेन्द सिंह जी ने कठिन  मेहनत  एवम  लगन  द्वारा कर्मचारियो की समस्याओ को दूर करवाया   श्री राजेन्द सिंह जी ने हमेशा policy maker कें रूप में कार्य करते हुये कर्मचारियो कें हितो में अहम योगदान दिया,  इनके कोमल एवम मित्रातापूर्ण स्वभाव  कें कारण सभी कें चहेते बन गये। श्री राजेन्द सिंह जी द्वारा मेन्स यूनियन कें माध्यम सें किये गये कार्यो को कभी  भी भुलाया नही जा सकता।   

 सबसे  कठिन  एवम लंबे प्रयासो में, लंबे  समय  तक  मेन्स यूनियन  को  मान्यता  मिलने पर High Court एवम  Supreme Court सें जीत दिलवायी, और रे डे का  में मेन्स यूनियन को  मान्यता प्राप्त हुई। ऐतिहासिक जीत के रूप में यह उपलब्धि सवर्णिम अक्षरों में लिखी जाएगी       
 




AIRF to conduct secret ballot for indefinite strike on 11-12th, February 2016

All affiliated unions of AIRF had conducted Strike Ballot on 37 Point Charter of Demands in the month of December, 2013. After Strike Ballot, 7th CPC was appointed by a Notification by the Govt. on 28th February, 2014 and some of the issues were partially resolved. In the meantime General Election of Country was convened, we had to postponed the strike as per decision of the General Council of AIRF held at Kota 9W. C. Railway) in February, 2014. The new Govt. led by Shri Narendra Modi took oath on 26th May, 2014. The next General Council of AIRF held in July, 2014 postponed the strike decision further to provide time to the new Govt. to settle. But the same Govt. instead of reciprocrating the good gesture issued notification on 22nd August, 2014 permitting 100% Foreign Direct Investment (FDI) in Construction, Operation and Maintenance and after one month i.e. on 22nd September, 2014 appointed a Committee headed by Shri BibekDebroy for re-structuring of Indian Railways…….

STRIKE BALLOT
All affiliated unions of AIRF had conducted Strike Ballot on 37 Point Charter of Demands in the month of December, 2013. After Strike Ballot, 7th CPC was appointed by a Notification by the Govt. on 28th February, 2014 and some of the issues were partially resolved. In the meantime General Election of Country was convened, we had to postponed the strike as per decision of the General Council of AIRF held at Kota 9W. C. Railway) in February, 2014. The new Govt. led by Shri Narendra Modi took oath on 26th May, 2014. The next General Council of AIRF held in July, 2014 postponed the strike decision further to provide time to the new Govt. to settle. But the same Govt. instead of reciprocrating the good gesture issued notification on 22nd August, 2014 permitting 100% Foreign Direct Investment (FDI) in Construction, Operation and Maintenance and after one month i.e. on 22nd September, 2014 appointed a Committee headed by Shri BibekDebroy for re-structuring of Indian Railways. The Committee had since submitted its report drawing a road – map for privatisation of Indian Railways through contractorisation. Inspite all out protest by all affiliated union of AIRF and other Central Govt. Employee’s organisation Govt. did not stop in taking all antilabour steps, rather escalating the same. The 7th CPC was appointed to submit its report within 18 months i.e. by August, 2015. During deliberations of NC/JCM with the Pay Commission, Justice A. K. Mathur, the Chairman of the 7th CPC assured that he would submit the report to the Govt. on 28th August, 2015. But the Govt. extended the date for submission of the report by 4 months. The Pay Commission has submitted its report on 19th November, 2015, which is over loaded with all antilabour recommendations. The National Joint Council of Action has submitted a rejoinder to the report to the Govt. on 10th December, 2015 and AIRF has submitted two rejoinders on the report of 7th CPC to the Ministry of Railways on 14th& 15th December, 2015, fixing a time frame of 1st week of February, 2016 for a negotiated settlement failing which all the Central Govt. Employees including Railways would be compelled to launch an indefinite strike from any date from 1st week of March, 2016. There was only a preliminary discussion with the Govt. on 12th December, 2015. The Govt. has formed a Committee of Empowered Secretaries of the Govt. of India headed by the Cabinet Secretary. Finding no further response Com. Shiva Gopal Mishra, the Convenor of National JCA has sent a communication to the Union Finance Minister on 21st January, 2016 highlighting the protest Dharna launched by all Central Govt. Employees Organisations across the country from 19th to 21st January, 2016. The empowered Committee of Secretaries of the Govt. of India headed by the Cabinet Secretary has also been appointed by the Govt. on 27.01.2016 to process the implementation of the report of 7th CPC. The 2nd Strike Ballot perforced by FDI, Deb Roy Committee’s report, anti labour report of 7th CPC etc. would be conducted on 11th& 12th February, 2016 on the following Charter of Demands.
CHARTER OF DEMANDS
1. To improve Minimum Wage of Rs.18,000/- and multiplying factor. Reject all the retrograde recommendations of the VII CPC.
2. Scrap National Pension Scheme(NPS) and restore Old Pension Scheme for all those who appointed on or after 01.01.2004.
3. Settle 36-point Charter of Demands, include reduction in duty hours, removal of anomalies of 6th CPC, removal of ceiling of Rs.3500 for PLB, grievances of different categories of railwaymen, improvement in the medical facilities, railway quarters etc. etc., already submitted to Ministry of Railways by the AIRF in December, 2013(on which strike ballot was conducted on 20th and 21st December, 2013).
4. Scrap Report of Bibek Deb Roy Committee and implement positive recommendations of D.P. Tripathi Committee.
5. Re-call the Notification issued by the Government of India on 22nd August, 2014 in the matter of 100% FDI in Construction, Operation and Maintenance of Indian Railways and to scrap all the agreements entered with the Foreign/National Companies in detriment to the interest of the Indian Railways and the country as a whole.
6. Stop all anti-workers amendments in the labour-laws.
7. Injustice done with the Technicians, Technical Supervisors(Engineers), Loco & Traffic Running Staff, Operating and Medical Categories Staff, etc. etc. in respect of allotment of Pay Matrix and promotions also should be done away with and justice be administered.
8. Parity in pay structure and promotional scope for Common Categories with those working in the Central Secretariat/Ministries should be ensured.
9. Retain all the existing allowances and advances.
10-A. Constitute Joint Committee at each Ministry/Department level to resolve VII CPC anomalies, aberrations and injustice within a time frame manner, and powers for the same should be delegated to the Ministries to resolve their issues at the Ministry level. 10-B. Set-up National Joint Committee to discuss and resolve all VII CPC anomalies, aberrations and injustice within a time frame. 11. Ensure payment of arrear for PLB as per amendment in the Bonus Act, as was done in the year 2008. The All India Railwaymen’s Federation gives a clarion call to all railwaymen irrespective of their affiliation to any organization to participate in the Strike Ballot and exercise opinion in this regard.

     निजीकरण के विरोध में प्रदर्शन
नई दिल्ली (एसएनबी)  
रेलवे समेत अन्य केन्द्रीय कर्मचारियों ने अपनी मांगों को लेकर मंगलवार को जंतर-मंतर पर प्रदर्शन किया। इस प्रदर्शन में कई संगठनों के प्रतिनिधियों ने शिकरत की। यह सभी लोग यहां कई संगठनों को मिलाकार बने राष्ट्रीय संयुक्त संघर्ष समिति के बैनर तले प्रदर्शन कर रहे थे। प्रदर्शनकारियों ने सरकार के सामने अपनी 10 सूत्री मांगों को रखा। इसके बाद इन लोगों ने अपनी मांगों का एक ज्ञापन प्रधानमंत्री कार्यालय को सौंपा। इस प्रदर्शन में रेलवे के अलावा डाक, रक्षा, कस्टम, एक्साइज, आयकर, केंद्रीय सचिवालय आदि सहित सभी केन्द्रीय सरकार के हजारों कर्मचारियों ने हिस्सा लिया। धरना प्रदर्शन में शामिल होने के लिए देशभर से आये कर्मचारियों की वजह से कनॉट प्लेस समेत क्षेत्र संसंद मार्ग बुरी तरह से बाधित रहा। प्रदर्शन में राष्ट्रीय संयुक्त संघर्ष समिति के संयोजक एवं आल इंडिया रेलवेमेन्स फेडरेशन के महामंत्री शिव गोपाल मिश्र ने बताया कि कई शांतिपूर्ण प्रयासों के बावजूद केन्द्रीय कर्मचारियों की समस्याओं का हल नहीं निकल पा रहा है जिसके चलते संवादहीनता जैसी स्थिति पैदा हो गई है। ऐसे में केन्द्रीय कर्मचारियों के सामने अब सीधे संघर्ष के अलावा कोई चारा नहीं बचा है। एनएफआईआर के जेनरल सेक्रेटरी एम. रघुवैया ने कहा कि हम कई बार सरकार के सामने अपनी समस्याएं रख चुके है, लेकिन सरकार हमारी मांगों पर ध्यान ही नहीं दे रही है। ऐसे में सभी केन्द्रीय कर्मचारियों के संगठनों ने मिलकर यह तय किया है कि सरकार अब भी हमारी मांगों पर गौर नही करती है तो 23 नवम्बर को सुबह छह बजे से अनिश्चितकालीन हड़ताल पर चले जायेंगे। एनएफआईआर के प्रवक्ता एसएन मलिक ने कहा कि हमनें अपनी मांगों का एक ज्ञापन प्रधानमंत्री कार्यालय को सौंपा है। अगर अब भी हमारी मांगों कर सरकार गौर नहीं करती है तो हम बड़े आंदोलन करने को मजबूर होंगे। उन्होंने कहा कि रेल केंद्रीय कर्मियों की प्रमुख मांगों में नई पेंशन योजना को समाप्त करना, महंगाई भत्ते को वेतन में विलय करना, छठे वेतन आयोग की विसंगतियों को समाप्त करना, एफडीआई और पीपीपी को समाप्त करना, खाली पड़े पदों को तत्काल भरा जाना शामिल हैं।
